Fairs are as old as time! Or almost.

Ever since Ancient Rome, it was a gathering place for the people. Fairs were considered as holiday periods, which allowed people to trade what they produced during the year. They could also come and supplicate.

In the Middle-Ages, fairs are more and more popular and take place very often during the year: foreign traders were welcome! Some of them were tax-free, others not.

As for the tax-free fairs, the trader or merchant was not forced to pay any taxes at all. It was also forbidden to arrest or to seize their goods, whether they were coming from or going to the fair.
Everything was done so as to attract the richest merchants in Europe.

To ensure the security and safety of these fairs, a special court was created, named “pie powder”, which comes from the Old French expression “pied poudreaux” (dusty feet). This expression of course referred to migrant workers who walked day and night in dust. The court was in charge of all matters concerning non payment of goods, theft, and also swindling, which was quite common at the time.

It is also at that time that the ancestor of the bill of exchange was created: merchants paid a certain amount in one place and got paid off in another, and in the currency of the country he was in!
